if they are listed in a database such as Yahoo! People Search then yes you can, but most likely.....no!

look in yahoo search for what you want i remember a website i dont have it on hand but it found phone numbers addresses and email addys for free

Think about it. If all of a sudden you receive emails from a completely unexpected person you know you never gave your email to, you would think that it is creepy.
